Just how old is the Gotei 13? Does it pre-date the Shinigami themselves? The reason I say this is we know Head-Captain Yamamoto Founded the Shinigami training academy. However the first Shinigami to graduate from it were Captains of 8th and 13th squad (who currently still occupy this position), but there are captains that preceded them. Also Yamamoto isn't the first Head-Captain (this is hinted at as he says the location of the Kings Key is verbally passed down from the previous Head-Captain to their replacement). Also why is the Soul Society time locked in the Edo period? (though this may have little relevance to anything) Although something did just occur to me that makes me feel a bit dumb. Although Yamamoto set up the current Shinigami Academy, this doesn't mean that was the first Academy. Anyway, discuss away people

The Gotei 13 is a military organization. To my knowledge, Soul Society is in all intents and purposes a country. And as such, that would mean that it had to be founded at some point. However this does raise the interesting question, is it not required that a spirit be sent to SS via konso? So how did the relm of Soul Society appear in the first place?
My guess would be that spirits that did not become hollows eventually manifested Zanpakuto, and became the first Shinigami, in purpose. And eventually these groups would form civilization and make a safe haven from Hollows. Eventually devoloping military organization to help save other souls, and improved on it as time progressed.
One could simply assume that the king of SS simply decided to refuse to modernize, keeping SS in the Edo period, as well as the cloathing. Not to say that culture isent influenced by the living world, hence Shinji, as shown in the negative chapters of the manga...
And perhaps originally Shinigami were just picked up? I mean Kenpachi seemed to be a good fighter all by himself without the Academy, it was just devoloped to get more Shinigami of higher skill.

Also don't forget the Noble Families (again maybe a topic worthy of a thread). The Noble families are made up of souls born in Soul Society, not those that have once been living. Though personally I don't believe they came along till the Quincy did (personal speculation). Because remember Quincy destroy the Balance of death and reincarnation because they kill hollows and don't return them to the Cycle. So what better wayto restore balance than to create new souls.

It's a period in japan like the Victorian era in the UK or... ok i can't think of a named period in US history coz my US history sucks (not being a yank n'all ). It's the time when Hakama's and Kimono's were in fashion, no one had pockets (instead they used to keep things in little bags they hung from their belt, or Obi) and Samurai walk the land wielding their Katana (and usually a Wakazashi or a Tanto too) For more info look it up on Wikipedia as that can explain far better than I can.

I wouldn't agree with that. Most of the people residing in the Seireitei are Nobel families and say I said before they haven't died! I suppose the Shinigami live there too but they come from a vary wide and varying demographic including death times.
Also, think about it, Fashion never stays still, do you still wear the things you did when you were younger? No, there must be some other reason for the Time lock. It could have something to do with a Japanese religion we don't have full understanding of (often in anime there are more things lost to western viewers than just translation issues, such as cultural jokes and religious references). For example Death God clothes are called shihakushō which literally means Garment of Dead Souls, which I'm sure is a reference.
Back in my LRPing days my friend taught me an interesting thing about Kimono's (as he plays a Japanese character) there is etiquette as to how they were them. Living people wear right over left (for example i can't remember which way it is) and when they are dressed for their funeral they wear it the other way. I'll hafta ask him which way round Death Gods wear theirs, living or dead. (also as a little in-joke whenever he'd Monster as undead he'd switch his Kimono over, at the time of telling me only 1 person had noticed this who was into Japanese culture and laughed.)

Well one comes to wonder why it is Ichigo is automaticly wearing the cloathing of a Shinigami when he becomes one...but then this issue is complicated even further when the Vaizard walk around with street cloathes on...

Ichigo still considers himself an ally of Soul Society he hasn't turned his back on it, so maybe thats why he hasn't forsaken his Shinigami clothing.

To answer the actualy question of this topic. Yammamoto did start the first and only shinigami academy. Well before the story we know now. 2000 years ago in fact. But he was a teacher there, not a captain. In other words he moved on from it, and became a captain, then head captain.

I suppose it could have been more informal, taking people from the Rukongai who were strong enough and/or had manifested a soul slayer (like Ikkaku had, if you notice his sword wasn't an asauchi) maybe making them pass some kinda test, then just leting them into the Gotei 13. Rather than an Academy they trained and got stronger in the field!
